A time limit of 3-6 months could be applied? With some very basic checking support could determine the "genuine nature" of the petitioner - in my case (and im sure many others) a player thats active within the game.

These changes arent that bad. The way i see it: Pirates that gank in 0.4 are lamers by and large, from what i have seen most just warp to the miners and destroy them without even demanding a ransom...(those that do..well done!) why do they do th...
